Rosie Cullen

Rosie is a policy analyst at Insight Strategic Partners where she conducts policy research and analysis to support a wide range of clients addressing issues in healthcare, technology, education, gun violence, human services, housing, energy, and transportation.

Before joining Insight Rosie worked at the City of Bellevue on the Performance Management team providing support to city departments to use data and metrics to make equitable, data-informed decisions. Rosie also previously worked with the Municipal Research and Services Center to conduct public policy research for local government clients across WA state.

Rosie completed her Master of Public Administration at the University of Washington where she developed a skillset in policy and data analysis, stakeholder engagement, and race and equity centered policy reform. During her graduate studies Rosie conducted mixed methods policy, regulatory and qualitative research for Harborview Medical Center on substance use disorder treatment access. She developed expertise in state and federal policy regarding methadone as treatment for opioid use disorder, co-occurring diagnoses, local post-acute healthcare networks, and substance use disorder treatment civil rights protections.

Prior to graduate school, Rosie advocated for foster care, housing, and homelessness organizations at the Washington State Legislature. Rosie began her career in direct social services in King County supporting young people who experienced foster care and homelessness to help them navigate public systems and services.

Rosie is an advocate for community-centered policy reform and brings her knowledge and experience to uplift the impact of policy and programs on people’s lives.
